The push by some State Football Association chairmen for a caretaker committee to oversee the Nigeria Football Federation appears to have lost ground, with FIFA and CAF consultations pointing towards a normalization committee as a more likely solution to the federation’s ongoing leadership crisis.
The development follows consultations between the FIFA/CAF delegation currently in Nigeria and key stakeholders in the country’s football administration.
Four of the five NFF stakeholder groups consulted are understood to have backed the normalization committee option. They include the Players’ Union, Football Coaches Association of Nigeria, league bodies and Nigeria Referees Association.
Their position could strengthen the case for a FIFA-backed transitional arrangement following the mass resignation of NFF leadership members and the resignation of the federation’s General Secretary.
The distinction between the two proposals is significant because normalization committees are recognised within FIFA’s governance framework and have previously been used in exceptional circumstances to restore stability within member associations.

A caretaker committee, by contrast, is not specifically provided for under the FIFA Statutes, making its proposed use potentially more difficult to reconcile with the governing body’s rules on the autonomy and administration of national football associations.
The FIFA and CAF delegation has continued its consultations with stakeholders as it seeks to establish the most appropriate framework for resolving the crisis and restoring stability to Nigerian football administration.
The delegation is expected to meet with members of the Sports Writers Association of Nigeria (SWAN), as well as former NFF presidents and former general secretaries, before holding a final meeting with the National Sports Commission.
The outcome of those meetings should provide greater clarity on the next stage of the process and whether FIFA and CAF will recommend a normalization committee as the mechanism for guiding the NFF through the current crisis.

In the meantime, the balance of stakeholder opinion gathered during the consultations appears to be moving the debate away from the caretaker committee proposed by some State FA chairmen and towards a normalization committee with a FIFA-recognized framework.
